  • Permit: In 2010-2011 the Plymouth Zoning Board of Appeals may have issued an earth removal permit to Jeffrey H. Kapell for 500,000 cubic yards. The stated purpose was to improve cranberry management operations by constructing a tailwater recovery pond. This was ZBA Case 3631(3604),for which a public hearing was held Nov. 3, 2010. Further research is needed to obtain the permit and confirm that the work was done under the permit. ZBA Permit 2885 was issued to Kapell for 265,000 cubic yards for new bogs and a cranberry tailwater recovery pond.  The public hearing was held December 16, 1998. More research is needed to confirm location.
